Monitoring and Evaluation Policy

Monitoring and Evaluation (M&E) Policy of Project Activities to Ensure Efficiency and Effectiveness of Work, Facilitate Informed Decision-Making, Increase Transparency and Accountability of the Human Rights Laboratory NGO.

1. Purpose of M&E Policy

1.1. To ensure systematic collection and analysis of information on project implementation.

1.2. To assess the achievement of planned results and impact of projects

1.3. To support decision-making based on the data received.

1.4  To increase the efficiency and effectiveness of project activities.

2. Monitoring and Evaluation System

2.1. M&E Planning

2.1.1. Definition of Indicators: Clear, Measurable, Attainable, Relevant and Time-bound (SMART) indicators are developed for each project, reflecting the expected results and impact.

2.1.2. Development of an M&E plan: A detailed plan is created that includes data collection methods, monitoring frequency, responsible persons and resources required to carry out M&E.

2.2. Data collection and analysis

2.2.1. Data collection methods: Both quantitative (surveys, statistical data) and qualitative methods (interviews, focus groups) are used to obtain a complete picture of project activities.

2.2.2. Data analysis: The collected data is analyzed to assess progress, identify deviations and determine the need for corrective actions.

2.3. Evaluation

2.3.1 Interim evaluation: Conducted in the middle of project implementation to assess progress and make necessary adjustments.

2.3.2. Final evaluation: Conducted after the completion of the project to assess the achievement of objectives, the efficiency of resource use and the impact on the target audience.

3. Reporting on project results

3.1. Internal Reporting

3.1.1.Regular Reports: Project teams prepare periodic reports on implementation progress, achievements and challenges, which are discussed in internal meetings.

3.1.2. Lessons Learned: After the project is completed, a lessons learned session is held to identify successful practices and areas for improvement.

3.2. External Reporting

3.2.1. Donor Reports: Prepare reports as required by donors, including a description of activities, results achieved, financial statements and impact assessment.

3.2.2. Public Reports: Publish project results on the organization’s official website and social media to inform the public and stakeholders.

4. Responsibilities

4.1. Project Coordinator: Responsible for implementing the M&E plan, collecting data and preparing reports.

4.2. M&E Manager: Provides methodological support, ensures data quality, and coordinates the evaluation process.

4.3. Organizational Leadership: Provides the necessary resources for M&E and makes decisions based on the results.

5. Using M&E Results

5.1. Improving Project Activities: Using the data to improve current and future projects.

5.2. Decision Making: Informing strategic planning and resource allocation based on M&E results.

5.3. Accountability: Ensuring transparency to donors, partners, and the public about the organization’s activities.
